This means that you have exceeded the load capacity allowed, and to find out yours, go to the Trading Post and choose the member you want to support. You will then see (Alliance Resources Help) at the bottom, where you will find the capacity you cannot exceed. You can increase the capacity and reduce the tax by upgrading the Trading Post.
