You can activate this alliance skill from the "Alliance Lab" using "Alliance Energy."
This energy can be obtained by defeating the Rebel bosses.

For more information, click on the "Alliance" at the bottom right of the screen, then click on the "Alliance lab" option. After that, click on the exclamation mark at the top right of the screen.
