Use Fine Tank Scratchcard, and you may get 1-2 gift packs with a maximum value of $9.99, meaning you may get one or two packs and their value will be between $4.99 and $9.99

Some of them have a fixed value. For example:
Use The Honorable Commander Scratchcard and you will get a random gift pack with a value of $99.99
