Rebel forces are located randomly on the world map and have different levels. Defeating them allows you to get valuable rewards and Commander's EXP.
Attacking these forces must be done in order; to attack level 2, you have to defeat level 1 first, and so on. The higher the level of rebel forces, the more valuable rewards you will get.
