-Donations can be made in different sections of the Alliance technology; this will give you Alliance honor points, and the Alliance gets Alliance Points. 

-After the required donations are finished, the Alliance captain or vice-captains can start the Alliance technology, noting that you cannot start more than one technology at the same time.
