This feature is only available to the alliance captain, vice-captains, and elite members. If you're one of them, follow these steps:
-Click on the alliance at the bottom right of the screen.
-Click on the members icon.
-Select the member whose rank you want to change.
Choose either "Increase" to promote members who are two ranks below you or "Decrease" to demote members below your rank.
