It is not an issue in the game if you didn't get the Power Loss HQ support package after you were defeated. This package is not sent to any defeated player since certain conditions are determined by the Command Center (HQ Eye) based on many factors, including the difference in levels between the Conflict bases and getting packages more than once before.
